The modernization of the public service can be implemented through the development of a tool in human resources who wants performance. In this regard, public management seeks primarily to preserve the quality of public service. This commitment is reflected in a research performance, which serves a dual purpose. Firstly, a practical interest is that of continuing the reform of the administration, while in parallel prior to the relaunch of decentralization. The second interest is purely theoretical and tries to answer the following question: Is it possible to reform the administration in reforming its tools exclusively, or its operation without first reforming its organization, its mission and thereby culture?
To answer this question, we must ask by what means to obtain this result. Among the resources available, HRM (human resources), otherwise stated, the human resources available - perhaps one of the solutions. But it is also necessary to consider how to relate the research performance of public management with the concept of human resource management. In other words, HRM makes it public management performance? Besides, what HRM and what tools does this one? HRM can be placed in service performance, but is it necessary to determine precisely what is meant by public performance.
